Missouri’s students deserve school libraries that are guided by professional standards, grounded in the Constitution, and built to serve every child.
House Bill 3311 (2026) creates a clear, statewide framework for school library programs that protects students’ First Amendment rights while ensuring transparency, accountability, and due process. HB3311 affirms that school libraries are places for voluntary inquiry and the free exchange of ideas. It protects against discrimination and centers the identity of students in the collection. It ensures that books cannot be removed for partisan or doctrinal reasons or because of an author’s identity or viewpoint. And it establishes a fair review process that requires challenged materials to be read in full and evaluated thoughtfully before any decision is made.
